“File Your Wealth Statements By December 31!” – PSC Tells Public Officers

The Public Service Commission has directed all public officers under its control to submit their income, asset, and liability statements for the fiscal year 2025 by December 31.

In a statement issued Thursday, November 13, PSC Chief Executive Officer Paul Famba stated that the exercise began on November 1 and will continue until the end of the year.

This follows a public notification issued by the Ethics and Anti-Corruption Commission (EACC) on November 12, 2025.

“Section 32(5) of the Conflict of Interest Act 2025 designates the Public Service Commission as the responsible body for administering declarations of income, assets, and liabilities,” Famba said.

The PSC is in charge of overseeing the process for principal secretaries, high commissioners, ambassadors, other diplomatic representatives, and public officers who are appointed and disciplined by it.

These include advisors, personal staff, and staff or members of public-sector state businesses.

The directive will be carried out in accordance with existing legislation until new instruments are enacted.

“Section 52(1) of COI provides that a statutory instrument made under the repealed act (POEA) shall remain in force so far as it is not inconsistent with and until revoked by a statutory instrument made under the Conflict of Interest Act, 2005,” Famba stated.

Authorized and accounting officers from ministries, state departments, state corporations, statutory commissions, and authorities have been instructed to carry out the exercise in accordance with the Administrative Procedures for the Declaration of Income, Assets, and Liabilities outlined in Legal Notice No. 53 of 2016.

Officers must make the prescribed declaration forms available in A3 paper format before November 20, 2025, and ensure that all public officers complete their declarations correctly.

The forms can also be accessed through the PSC website.

All declarations must cover the officer, their spouse(s), and dependant children under the age of 18.

Public organizations subject to the PSC must submit consolidated returns by December 31, accompanied by a forwarding letter signed by the accounting officer, a defined template, and a copy of the October 2025 payroll.

To minimise rejections, those managing the process must validate all returns before submission.

Famba warned that disciplinary action would be taken in cases of noncompliance, with processes scheduled to begin on January 2 and conclude on March 30, 2026.

Reports on sanctions imposed must be submitted to the PSC by March 31, 2026.
