Senior Ex-Gov’t Official Summoned Over Al-Shabaab Links
A court in Kilgoris has issued an arrest warrant for a former Trans Mara South Deputy County Commissioner, Abdihakim Jubat, after he consistently failed to appear in court in connection with alleged threats and a disputed 43-acre tract of land.
The orders were granted after the former administrator failed to appear in court as necessary.
This led the magistrate to believe that Jubat had purposefully ignored the court’s authority.
The former DCC was facing accusations dating back to May 2023, when he allegedly threatened a Kilgoris family over ownership of the contentious land before leaving the region.

After a video circulated widely on social media, the incident gained national attention and significant outrage among Kenyans.
According to the video, the former deputy commissioner threatened to use Al-Shabaab fighters to expel the family from the farm.
In a television interview, Emmanuel Kuntai, a member of the family threatened by the former DCC, indicated that the dispute began as a civil land dispute, which the family had already resolved through legal means.
Kuntai stated that the family has continued to live in fear, stating that despite the fact that the case is being investigated and progressing through multiple jurisdictions, including Nairobi and Narok, the former administrator has continuously avoided court appearances.

“We have pursued this case from August to date. There has been no sign of the former DCC coming to court. He has refused to respect the court,” he concluded.
According to another family member, Cecilia Pulana, the family had come to the Kilgoris Law Courts seeking justice after enduring prolonged intimidation.

“We thank the Kilgoris court for giving us justice today in a case involving the former deputy commissioner,” Pulana said following the issuance of the arrest warrant.
Pulana alleged that despite avoiding court, the former DCC had continued to visit the disputed land and issue threats, leaving the family in constant fear.
She also claimed that attempts to report the threats at police stations had been frustrated, with officers allegedly citing the perpetrator as a government official.
