DCI Reveals Reasons Behind Grace Njoki Mulei’s Arrest

The Directorate of Criminal Investigation (DCI) detained Grace Njoki Mulei on Thursday for allegedly causing a disturbance in the Ministry of Health Boardroom last week.

Police said the individual was caught on Hombe Road, which is off Juja Road.

“She has been taken to Upper Hill Police Station, where she will remain in custody until her court appearance scheduled for tomorrow,” DCI said in a statement on X.

On January 15, 2025, Mulei, a 61-year-old patient, was among many who protested SHA disparities and inefficiencies at the Ministry of Health offices.

Civil society organizations have called for her freedom and the dismissal of charges against her.

The Kenya Medical Association, the Law Society of Kenya, and the Police Reforms Working Group all expressed worry that more patients with Mulei were at risk.

They emphasized that lobbying for better public health services is not a criminal, but rather a civic responsibility to secure life-saving health care for a healthier and more equal society.

“We call for immediate action to address these violations, safeguard the rights of patients, and foster an environment where health services can be accessed freely and without fear,” they said in a statement.

They argued that such acts violate patients’ fundamental rights and create a significant barrier to getting critical healthcare.

“Every individual, regardless of their advocacy or opinions, deserves the right to health without fear of intimidation, harassment, or arrest,” the statement added.

The statement was signed by the Kenya Medical Association, the Law Society of Kenya, and the Police Reforms Working Group-Kenya, which is an alliance of national and grassroots groups dedicated to professional, accountable, and human rights-compliant police.

The Police Working Group is made up of the Independent Medico-Legal Unit (IMLU), the Kariobangi Paralegal Network, the Defenders Coalition, the Social Justice Centres Working Group (SJCW), and the Kenyan Section of the International Commission of Jurists (ICJ Kenya).

Other organizations include the International Justice Mission (IJM-K), HAKI Africa, Amnesty International Kenya, Women Empowerment Link, Social Welfare Development Program (SOWED), Kenya Human Rights Commission (KHRC), Federation of Women Lawyers (FIDA-Kenya), and International Centre for Transitional Justice (ICTJ Kenya).
