Gov’t Explains Why Some Civil Servants Are Yet To Be Paid, Cites ‘Payroll Mix-up’

The Permanent Secretary for the Ministry of State Department for Housing and Urban Development Charles Hinga has confirmed that Affordable Housing interns will be paid on Thursday.

PS Hinga made these revelations while speaking on an interview on NTV, where he was quizzed by one of the affordable housing BOMA YANGU interns on the issue of delayed payments.

Hi, please ask the PS if he is aware that the BOMA YANGU interns have not been paid last month’s stipend,” asked the intern.

The PS responded immediately, stating, “It should come today, or tomorrow, or later Thursday; they should be paid. But I will follow up today immediately I leave this place.”

He revealed that the delay in payments stemmed from a mix-up in two exchequer budgets: one that comes from the National Treasury, and the other that comes from the housing levy, which is under the Affordable Housing Board.

From this financial hitch, there was a mistake made where the ministry’s financial department combined the two payrolls, the exchequer one, and then the one for the interns. 

This led to the ministry being unable to disaggregate the two payrolls, thus the difficulty in processing payrolls.

He also made revelations that, due to the budget mix-up, senior government officials within the ministry, including him, have not yet received last month’s salaries.

“It is true the interns have not been paid, and no one has been paid, actually, even myself,” stated the PS.

In this regard, the PS additionally dispelled the rumours that the Ministry and the government do not have enough funds to propel the housing project through the required labor force.

He also confirmed that the ministry already received the funds to facilitate salaries and stipends from the National Treasury.

But the money we have, it is just some, it’s a mistake that should not have happened in terms of processing the two payrolls,” reaffirmed Hinga.

He also stressed that the ministry will strive to prevent such occurrences from ever happening, owing to the number of livelihoods that directly depend on the housing project for survival.
