THREE Counties On The Spot For Redirecting Dispensary Funds
The Kenya Informal Settlements Redevelopment Programme (KISRP) had planned to build dispensaries in Siaya, Kilifi, and Kajiado counties; however, the three county administrations transferred funds to road infrastructure projects.
The National Government Budget Implementation Review Report by the Office of the Controller of Budget (CoB) supports this claim.
The report, dated May 2026 and covering the first nine months of the fiscal year 2025/26, reveals that the health initiatives were discontinued after the counties shifted their emphasis to road construction.
“Further, planned construction of dispensaries under KISRP in Siaya, Kajiado, and Kilifi counties could not proceed, as the respective counties revised their priorities and redirected resources to road infrastructure projects,” the report stated.
The Budget Controller’s disclosure comes as various road infrastructure projects are underway or set to begin around the country, with financing for such projects often touted by President William Ruto.
Public concerns have been raised over stalled projects, unpaid bills, contract disputes, and the allocation of funds, while other pressing needs, such as those in the health care sector, remain unmet.
Since the start of the financial year, the three counties have been implementing and planning multiple road projects aimed at improving connectivity and access to essential services.
In Siaya, the county is reportedly overseeing 14 road projects valued at Ksh23.6 billion.

These include ongoing projects such as the Dhohoye Bridge, the Got Nanga–Jera–Bar Ober road, and the Maseno–Kombewa–Kalandini road.
New projects include the Kodiaga–Rabango–Usenge road and the Bondo Bypass.
In Kilifi, major road projects include the Ksh7.5 billion Mtwapa–Kwa Kadzengo–Kilifi road project, which is more than three-quarters complete.
In addition to the upgrading of the Bamba–Ganze–Kilifi road and the Casuarina–Msabaha–Serengeti loop road linking Watamu and Malindi.

Meanwhile, Kajiado County has been undertaking road opening, grading, and murraming projects, including works on the Olchiro–Entonet–Imisigyo road and the Osewan–Ilkelunyeti road.
According to the Government Projects Reporting Information System (GPRIS), KISRP is at 11 per cent completion for the three counties, with Ksh100 million allocated for 2025/26 and an expected completion set for July 1.
In addition, the State Department for Housing and Urban Development reported that no progress had been recorded on planned surveys of informal settlements under KISRP in the three counties during the review period.
This highlights mixed performance in the implementation of the programme across the board.
The decisions by the three counties signal wider implications for county development priorities, especially as citizens increasingly call for transparency in decision-making and resource allocation.
