KINSHASA: Uhuru’s Co-Facilitated Process Backed By United Kingdom

On Tuesday, February 25, 2025, the United Kingdom (UK) urged Rwandan President Paul Kagame and his Democratic Republic of the Congo (DRC) counterpart, Felix Tshisekedi, to respect African-led peace negotiations.

In a statement, the UK stated that African-led approaches were critical to addressing the war in the Democratic Republic of the Congo, which has claimed hundreds of lives and displaced millions.

The UK urged the two presidents to engage the leaders now selected to lead the amalgamated Nairobi and Luanda peace processes, with the sole goal of ending hostilities.

This comes only hours after the East African Community (EAC) and the Southern African Development Community (SADC) named former Kenyan President Uhuru Kenyatta, former Nigerian President Olusegun Obasanjo, and former Ethiopian Prime Minister Hailemariam Desalegn as joint facilitators of the process.

“The UK calls for an immediate cessation of hostilities, humanitarian access, respect for international humanitarian law, meaningful engagement with African-led peace processes, and the withdrawal of all Rwanda Defence Forces from Congolese territory,” the UK’s statement read in part.

The European countries also stated that UK Foreign Secretary David Lamy met with Presidents Tshisekedi in Kinshasa and Kagame in Kigali on February 21 and 22, 2025.

Lamy urged them to follow through on resolutions reached during a summit in Tanzania co-chaired by President William Ruto, which agreed to merge the Nairobi and Luanda peace efforts.

“The Foreign Secretary urged both leaders to engage meaningfully and in good faith with African-led peace processes to find a lasting political solution,” its statement asserted.

They must honour all commitments made at the Joint EAC-SADC Summit on 8 February. The UK will continue to discuss with African and other partners what more it can do to support these efforts.”
