Gov’t Rushes To Release Second Term Capitation After Threats From School Heads
The government has promised to release school capitation payments for the second term, days after secondary school principals threatened to cease operations due to the delay in disbursing funds.
On Monday, April 5, Government Spokesperson Isaac Mwaura announced that the state would release Ksh21 billion in capitation monies this week.
Mwaura has advised school principals across the nation to be patient while the government prepares to release the monies, which would be vital to the smooth operation of schools during the term.
“Ksh21 billion Capitation school money due this week. School heads to remain patient as the government prepares to disburse capitation funds within the week,” he stated.
Education Cabinet Secretary Julius Ogomba first announced the disbursement of cash on Friday, May 2.

The CS informed school leaders that the funding would be critical in helping them plan for the second term.
For months, the delay in receiving capitation money has been a source of frustration in the country’s already suffering education system, particularly in secondary and primary schools.
Representatives from the Kenya Secondary School Heads Association (KESSHA) cautioned at a press briefing on Saturday, May 3, of the government’s reluctance to transfer cash.

They maintained that the move had put secondary schools across the country in debt, hurting the institution’s ability to continue operations.

“On issues touching on government funding, at times when there is a delay, it normally affects our services; for instance, there is a delay in paying for services from suppliers, which at times makes them not supply in time,” said one KESSHA teacher.
“The delay in disbursing the capitation sometimes affects the performance of our schools. What we want to urge them to do is to fast-track the release of the capitation to schools,” the teacher added.
Earlier in March, Kenya National Union of Teachers (KNUT) Secretary General Collins Oyuu appealed for the release of Ksh 64 billion in outstanding capitation monies.
