CS Duale Makes Huge Promise To Kenyans Over Hospital Care

Health Cabinet Secretary Aden Duale has promised to stop hospital congestion across the country, stating that no Kenyan will be forced to sleep on the floor again under the new Social Health Authority (SHA) system.

Speaking at the TaifaCare launch in Kisumu County on Wednesday, July 16, the CS announced the implementation of a bed capacity access restriction.

All hospitals, whether public, private, or faith-based, must provide the minimal level of care, including adequate bed capacity.

“We will not allow any Kenyan to sleep on the floor. Not in public, private, or faith-based hospitals. That era is gone,” Duale stated.

He underlined that health care providers must now invest in more beds and infrastructure to support expanding patient populations.

“If you want more patients, go buy more beds. If you have beds but no space, build more wards.”

Duale said that the Ministry of Health has already closed over 1,000 facilities around the country for failing to meet basic operational requirements, with an additional 1,000 closures expected for the coming month.

Facilities will only be permitted to operate based on their licensed status, which ranges from Level 2 dispensaries to Level 6 referral hospitals.

Duale also announced that, beginning next week, the ministry will adopt the Medicine Code, a pharmaceutical product tracking system designed to govern drug dispensing.

Medication handling will be limited to certified pharmacists and substances approved by the Pharmacy and Poisons Board.

“There will be no fake drugs and no ghost pharmacists. If you are not licensed, you will not dispense,” he said, warning of resistance from illegal drug vendors.
