[DETAILS] Interdiction Letter For Central Police OCS Samson Talaam

Details of the interdiction letter for Nairobi Central Police Station Officer Commanding Station (OCS) Samson have been revealed.

According to an interdiction letter dated June 9, 2025, Talaam will now be paid half his pay beginning with the date the letter was issued, until the result of the case against him.

Talaam was removed from duty following the death of Albert Ojwang, who died in police custody at Nairobi’s Central Police Station.

Talaam was removed from his duties after Ojwang was discovered unconscious and died under unknown circumstances.

The interdiction order was signed by Regional Police Commander George Sedah and copied to the Deputy Inspector General of Police.

“By the reason of this interdiction, your appointment as a police officer shall not cease, but powers, privileges and benefits shall be suspended,” the letter reads.

“You shall continue to be subjected to the discipline and penalties provided under the National Police Service Act 11 of 2014 as if you had not been interdicted.”

“By a copy of this letter, you are required to surrender your certificate of appointment and all items of government and police kit issued to you, to subcounty quartermaster stores and pay for any deficiency (ies) noted,” the letter directs.

Talaam has also been instructed to quit the government quarters he is currently occupying, with immediate effect.

According to the letter, section 14(9) of Legal Notice No. 90 of the National Police Service Commission Act No. 30 of 2011 was triggered.

It instructs the subcounty Police Commander Central to direct Talaam to his permanent residence, where he shall submit for responsibility.

Talaam, who has been in the military for 29 years, has also been ordered to report to Eldoret Police Station, where he will be supervised.

The matter is still pending as officials decide if disciplinary or criminal charges will be filed against the officer.

Albert Ojwang, a 31-year-old teacher and blogger, was arrested at their house in Homa Bay and booked at Mawego Police Station before being taken to Nairobi.

It was formerly claimed that he bashed his head against a wall; however, an autopsy conducted on June 9, 2025, found that he died from strangulation and blunt force trauma.

The suspect was booked at the station on June 7, 2025, with OB number 136/7/6/2025.

The Internal Police Oversight Authority (IPOA) is now investigating the situation.
