MOMBASA: ODM Expels Majority Leader Over Poor Leadership
The Orange Democratic Movement (ODM) has chosen Priscilla Mumba, a Shimanzi Ward County Assembly Member, to be the new Mombasa County Assembly Majority Leader.
Mumba succeeded Likoni Ward MCA Athman Mwamwiri.
County Assembly Speaker Aharub Khatri acknowledged that Mwamwiri’s expulsion was the result of an ODM motion passed on July 3, 2025.
Khatri made the news, confirming Mwamwiri’s departure following a resolution passed by ODM members.
Mumba criticized her predecessor for opposing the Mombasa County Ward Equitable Development Bill, 2024.

She said that his status hindered MCAs from receiving financing for development projects in their wards. She went on to say that his departure was due to his failure to help pass the Ward Development Fund legislation.
Other leaders mirrored Mumba’s concerns, including Freretown MCA Mariam Baimu, who was dissatisfied with how the outgoing Majority Leader conducted assembly business.
Junda MCA Silvester Kai, who was elected on a UDA ticket, also criticized Mwamwiri for stalling the Ward Development Fund Bill.
“This position is not a birthright. It is a responsibility given to someone to serve those who elected them,” Changamwe Ward MCA Bernard Ogutu said.

“If you go against their expectations, you will be removed. What happened today is a lesson to leaders with inflated egos.”
Other ODM-nominated MCAs applauded the adjustment. Milka Areba applauded Mumba’s appointment, noting that some MCAs had been discussing assembly concerns at social gatherings like weddings and funerals.
“That must stop. Such behaviour irritated us and pushed us to demand new leadership,” she said.
Pamela Ojala, another ODM-nominated MCA, stated that the leadership change was required due to the incumbent Majority Leader’s poor performance and refusal to endorse the Mombasa County Ward Equitable Development Bill, 2024.
