UDA, ODM Agree To Expedite NADCO Report Implementation

The United Democratic Alliance (UDA) and Orange Democratic Movement (ODM) have agreed to expedite the execution of the National Dialogue Committee (NADCO) report’s 10-point agenda.

This step emphasizes their political truce and common reform goal.

MPs from the two opposing parties met for their first joint parliamentary group session and agreed on an implementation matrix with specific dates for the process.

The committee, chaired by former ODM Secretary-General Agnes Zani, has been entrusted with starting work immediately and submitting a final report by March 7, 2026, which coincides with the first anniversary of the UDA-ODM Memorandum of Understanding.

President William Ruto, his deputy Prof. Kithure Kindiki, and ODM leader Raila Odinga attended the conference, which focused on how to implement the NADCO recommendations that the opposition had been demanding.

According to the framework, the Zani-led team will start stakeholder engagements next week.

They will consult with the Prime Minister, the Head of Public Service, the Cabinet Secretary, the President’s Delivery Unit, the Council of Governors, and the Speakers of both Houses of Parliament.

In addition, the group will solicit substantial public participation.

The team plans to recruit and train field officers in October, after which it will conduct countywide interactions.

It will also invite written memoranda through print and electronic platforms, and hold targeted consultations with special groups and agencies.

The process will culminate in a national public consultation forum in Nairobi.

Speaking at the meeting, Raila Odinga emphasized the importance of the initiative: “We chose to have a country rather than deal with a collapsed nation,” he said, underscoring the need for consensus in driving reforms.

A progress review is scheduled for December, when the joint parliamentary group will reconvene to assess the pace of implementation.

The two parties are also planning to celebrate the first anniversary of their political pact on March 7, 2025.

The celebrations will be marked by the public release of the final implementation report by President Ruto and Mr. Odinga.
