CHAN 2024: CAF Releases STERN Warning To Kenya Over Security Violations
The Confederation of African Football (CAF) has issued urgent recommendations to Kenya’s CHAN 2024 Local Organising Committee (LOC) in response to severe security violations during Kenya’s match against Morocco at Kasarani Stadium.
CAF, in a letter dated August 11, 2025, claimed continuous violations in crowd control, ticket administration, and overall safety compliance despite previous warnings and punishments.
Key occurrences included ticketless fans and holders of government-issued physical tickets overrunning stadium gates, perimeter fence breaches, and a breakdown of control at exit points.
There was also an initial crowd control failure at the Ngomongo roundabout, which allowed uncontrolled entrance via various gates.

The CAF also noticed the deployment of tear gas and flash grenades, reports of live ammunition being fired close to spectators and staff, violent situations involving stone-throwing at security personnel, and risky vehicle movement near supporters.

CAF has dispelled claims that it has halted the selling of tickets.

The confederation criticized the weak police response despite repeated calls for intervention, the lack of medical incident records despite reported injuries, and insufficient communication tools, including a lack of CCTV monitoring at entry points.
In reaction, the CAF has issued severe guidelines for all upcoming Kenya home games at Kasarani.

These include limiting attendance to 60 percent of stadium capacity (about 27,000 tickets), restricting admission to electronic ticket holders only, and eliminating thermal tickets.
The LOC and the government must also start a public relations effort to emphasize safety standards and admission criteria.
CAF warned that failure to implement these measures could lead to “more serious sanctions,” including the possibility of moving future host matches to alternative venues.
The letter, signed by CAF Director of Tournaments and Events Samson Adamu, urged swift action to “protect the competition’s integrity, ensure fan safety, and uphold confidence in Kenya’s commitment to the tournament.”
