High Court Restores Natembeya, Khalwale’s Security
Trans Nzoia Governor George Natembeya and Kakamega Senator Boni Khalwale have been granted a significant reprieve after the High Court imposed orders prohibiting the withdrawal or change of their security detail.
The court prohibited the respondent’s “detrimentally varying the security detail and arrangements of the 1st Interested Party and the 2nd Interested Party, in terms of the numbers, composition, and particulars as they existed immediately before the impugned actions.”
The orders were granted pending an inter partes hearing and resolution of the Notice of Motion dated November 28, 2025, in response to a petition submitted by the Centre for Litigation Trust.

In addition, the court issued a conservatory injunction for Interior Cabinet Secretary Kipchuma Murkomen to quickly reinstate and restore the two leaders’ security arrangements to the state they were in prior to the alterations.
The directive assures that Governor Natembeya and Khalwale remain under full security protection until the case is heard in court.
The Centre for Litigation Trust said in its appeal that the two leaders’ protection was unexpectedly removed, putting them at risk due to the nature of their official roles.
The petitioner further claimed that the withdrawal was meant to frighten county leaders into changing their political views and affiliations.
The petition noted that, while Governors and Senators continue to get security from the National Police Service (NPS), the two leaders had been singled out and left vulnerable.

According to the documents, neither of the two was charged with a crime or informed of any investigations that might justify the move.

The petitioner called the Inspector General of Police’s action punitive and whimsical, alleging that it was intended to bully and intimidate the leaders.
The court was informed that such conduct, if unchecked, might erode public trust and endanger constitutional democracy.
“The acts of the respondents are thereby whimsical and calculated to bully and intimidate the 1st and 2nd interested parties as the Governor of Trans Nzoia and Senator of Kakamega county…,” read court papers.
