“SHA Has No Debts!” – Duale Hits Back At Gachagua, Dares Him To Release Dossier

Health Cabinet Secretary Aden Duale has hit back at former Deputy President Rigathi Gachagua over criticisms related to the Social Health Authority (SHA) and its operations.

The CS dared the former DP to publicly release a dossier alleging misuse of funds.

Duale spoke on Sunday, March 29 during a Waqf empowerment event hosted by Wajir South Member of Parliament Hon. Mohammed Adow.

The CS slammed Gachagua over remarks that the government was running down faith-based hospitals using SHA.

Gachagua sensationally went on to state that he had intel that the government‑mandated health insurance body would experience a total collapse within six months.

But in a rejoinder, Duale maintained that SHA remained fully functional, dismissing Gachagua’s explosive allegations as hearsay.

“I dare Riggy G to release that dossier tomorrow at 10. We have paid health facilities across the country — faith‑based, private, public, and more — KSh 21 billion as of this morning,” Duale said.

The Health CS also accused Gachagua of seeking to exploit faith-based and private medical institutions for political gain.

Gachagua is among the fierce government critics who have consistently taken a swipe at initiatives such as SHA.

He cited irregularities such as phantom claims and alleged fraudulent payouts.

Gachagua cited billions in unpaid dues to hospitals as he called on private facilities to demand the release of funds or consider upfront collections.

He was speaking during the Sunday church service in Ndia Constituency.

Duale, however, debunked Gachagua’s claims, insisting that more than 30.1 million are registered under the scheme, with 12000 registrations recorded every day.

The CS also provided a breakdown of payments made to hospitals under the new health financing framework, noting that about Ksh92.5 billion has been disbursed so far.

Of this amount, approximately Ksh75 billion has been paid through the Social Health Insurance Fund (SHIF), while Ksh13 billion has been allocated to support primary healthcare services.

In addition, Ksh3.5 billion has been released for civil servants and teachers under the public officers’ scheme, alongside about Ksh1 billion set aside for emergency, chronic, and critical illness care.

The CS said these disbursements are aimed at strengthening service delivery across public, private, and faith-based health facilities.
