Alleged Jose Camargo’s State House Visit Throws Opposition Into Disarray
The United Opposition has expressed alarm over potential 2027 election fraud after alleging that Jose Carmago, who was contentious during the 2022 general election, was seen at the Statehouse.
Former Attorney General Justin Muturi said that Carmago was recently observed in the Statehouse and requested that President William Ruto explain what the individual was doing in the country.
Muturi was speaking on Wednesday, January 7, in Nyandarua County, during the funeral service for Kipipiri Member of Parliament Wanjiku Muhia’s father.

Muturi reports that on July 6 and 7, 2025, Jose Carmago and the Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer, Hussein Marjan, were spotted at the Statehouse.
The former Attorney General went on to claim that the future elections could be compromised.
Muturi argues that the local partner of Carmago’s company, which was one of the IEBC commissioners, is now an advisor in Ruto’s office.
“It is very clear the reason why William Ruto is bragging about his track record and that he will win is because the commissioner is now one of his advisors,” Muturi stated.
“If not, then let him explain what Jose Carmago was doing in the Statehouse last year, together with Husein Marjan.”
Eugene Wamalwa, DAP-K party leader, claimed that the IEBC influenced the recent by-elections, comparing the process to the so-called Venezuela rigging model.
He further alleged that the commission’s Smartmatic system was exploited to commit electoral fraud, adding that they have evidence to back up their claims.
They urged that the IEBC terminate its contract with Carmago’s Smartmatic company, despite the fact that the deal had been extended to 2025.
Wamalwa said that the extension was likewise illegal and so asked for Hussein Marjan’s resignation.
Jose Carmago is a Venezuelan IT expert who developed the Smartmatic technology system that Kenya used during the 2022 general elections.

He was at the centre of election rigging claims by lawyers of late former prime minister Raila Odinga during the 2022 election petition hearings.

This is after the lawyers alleged that Carmago tampered with election results by allegedly compromising the election technology system.
In 2025, Kalonzo Musyoka alleged that Carmago was seen in the country at times when the IEBC portal was reported to be offline for maintenance.
Some reports stated that the IT expert continued to work as a systems software developer for the electoral body.
