IG Kanja Ordered To Produce Governor Sakaja After Boycotting Summons

The Senate County Public Accounts Committee (CPAC) has ordered the Inspector General of Police, Douglas Kanja, to produce Nairobi Governor Johnson Sakaja and present him to the committee on Monday, March 30.

Speaking during the committee meeting, CPAC chair Moses Kajwang stated that if IG Kanja fails to produce Sakaja within the stipulated timeline, the committee will resolve that Sakaja is unfit to hold public office.

This resolution will be forwarded to IEBC for its consideration.

We are asking the IG to produce Governor Sakaja before us on Monday, March 30,” Kajwang’ stated.

The distance between the IG’s office and city hall is not the distance between IG’s office and Samburu, so the IG should not give us excuses.”

Incase he fails to appear on monday, we can take a recommendation to the house against that governor that we find them in a gross violation of the constitution and therefore not fit to hold public office,” he added.

At the same time, the committee also fined Sakaja KSh 500,000 for failing to honour a summons from the Senate Committee.

“We propose to impose a fine of Ksh 500,000, the maximum allowed by the law,  on governor of nairobi for failing to honour our summon.”

The committee is seeking Sakaja’s response to audit queries for the 2024/2025 financial year.

At the meeting with county officials, the committee also revealed that Sakaja had at least seven advisors who were each pocketing KSh 203,000 on average.

Due to the boycott by Sakaja, the committee further resolved that they will adopt the Auditor General’s report as is, with Nairobi flagged for irregularities and misappropriation of public resources.

“If the governor chooses not to appear before this committee, then we will go with the Auditor General’s report as is because it is a report that has been procured and processed by a constitutional body,” Kajwang added.

Sakaja has, on several occasions, skipped the Senate committee that seeks to get his views regarding the report by the Auditor General.

On some occasions, he wrote to the house requesting to reschedule his appearance.

The issue of governors boycotting Senate summons is not uncommon.

As recently as in February 2026, county bosses resolved to snub summons from the Senate County Public Accounts Committee (CPAC) over alleged intimidation and humiliation during oversight sessions.

The Council of Governors (CoG) accused the Kajwang-led committee, among other committees in the senate, of engaging in practises that compromise the dignity and authority of the county bosses.

They highlighted cases where governors were allegedly intimidated or publicly humiliated while being held accountable for county operations.

Besides Sakaja, the committee summoned 29 more governors, warning that if the county chiefs fail to appear next week, they will seek House leadership intervention to sanction those in contempt for skipping committee appearances.
