KRA Clarifies Tracking Kenyans’ Phone Transactions, Lists Targets

The Kenya Revenue Authority (KRA) has clarified that only commercial transactions undertaken through business payment channels, such as Paybills and Till numbers, will be tracked.

While explaining the scope of the mobile money tax system integration, KRA assured the public that it is not interested in accessing or monitoring peer-to-peer transactions on any mobile money platform.

Addressing taxpayers during the Meru Citizen Assembly, Commissioner for Micro and Small Taxpayers, George Obell, said that individual transactions do not fall within the scope of taxation or KRAโ€™s focus.

โ€œIt is significant to understand that KRA is not interested in personal transactions, which include personal transfers between individuals such as sending money to family members, friends, or relatives,โ€ said Commissioner Obell.

The Commissioner, who was responding to the taxpayers’ questions regarding theย integration of tax systems with mobile money platforms, clarified that such transactions are non-commercial and, therefore, will not be tracked.

He insisted that KRA’s interest is strictly limited to commercial transactions undertaken through Paybill numbers, Till numbers, and other merchant payment platforms used for trade and business purposes.

KRA’s clarification comes amid privacy concerns over reports regarding the Authority’s plans to link real-time tax systems to mobile money transactions for all Kenyans.

To enhance compliance, Obell noted that KRA is working closely with payment service providers and financial institutions to develop solutions that enable seamless compliance with electronic tax invoice requirements.

โ€œIn this regard, KRA is developing a solution known as the Virtual Electronic Tax Register (Virtual ETR),โ€ Obel told members of the public.

โ€œThe solution is intended to support businesses that receive payments through digital platforms by enabling issuance of electronic tax invoices at the point of payment or receipt of payment,โ€ he added.

He disclosed that theย Authority is still engaging payment service providersย to ensure the solution is implemented efficiently, securely, and in a manner that supports businesses while safeguarding customer privacy.

Commissioner Obell said that KRA will continue listening to taxpayersโ€™ feedback and customise its processes to meet their needs, adding that the Authority remains committed to responding to taxpayersโ€™ concerns.
