Ruto Appoints Former Governor As Competition Authority Board Chair

Former Meru Governor Kiraitu Murungi has been chosen by President William Ruto as the Competition Authority of Kenya’s Non-Executive Chairperson for a three-year term.

In a public notice, he also reappointed Joseph Muthuri, a former Tigania East MP, as the Non-Executive Chairperson of the Kenya Plant Health Inspectorate Service.

Murungi’s appointments begin immediately on Friday, June 26, 2026, and Muthuri’s begin on June 30, 2026, with both slated to serve for equal terms.

While appointing Murungi, the Head of State cancelled Charles Mahinda’s nomination as Chairman of the Competition Authority’s Board of Directors.

“I, William Ruto, appoint Kiraitu Murungi to be the Non-Executive Chairperson of the Board of Directors of the Competition Authority for a period of three years, with effect from June 26, 2026,” the notice read in part.

The former Meru governor returns to public service after previously serving in various senior government positions, including as Cabinet minister and county chief.

Murungi served as Justice and Constitutional Affairs Minister between 2003 and 2005 before he was later appointed as Minister of Energy up to 2013 under former President Mwai Kibaki’s regime.

He will chair the Authority’s Board of Directors, ensuring the agency properly implements competition laws, prevents anti-competitive practices and investigates abuse of market dominance.

As board chair, he is expected to provide strategic leadership and corporate governance while management handles the Authority’s daily operations.

On the other hand, Muthuri will continue to lead the KEPHIS board, which oversees the agency responsible for plant health, seed certification, pest and disease control, and ensuring the quality and safety of agricultural planting materials.

Ruto also announced the reappointment of Stanley Kiptis as the Non-Executive Chairperson of the Kenya National Qualifications Authority (KNQA) for another three-year term, effective June 26, 2026.

The appointments are part of the government’s ongoing efforts to streamline leadership in state corporations and other public institutions.
