Treasury Reveals Billions Kenya Has Spent On The Haiti Mission

Despite a previous pledge that no taxpayer funds would be used to finance the peace mission, the Kenyan government has already spent Ksh. 2.1 billion on international security operations in Haiti.

The National Treasury spent a total of Ksh.17.6 billion under Article 223—which permits the government to spend money without parliamentary approval—according to a letter sent to the National Assembly.

Ksh. 2 billion of this sum was allocated to aid Kenya’s peacekeeping effort in Haiti.

Given that reports indicate that Kenyan troops are encountering challenging circumstances in Haiti, the September 18th payment this year raises questions over the mission’s financial sufficiency.

The disparity between the former guarantee that taxpayer monies would not be used and the actual expenditure has been brought to light by critics.

When asked for an explanation, Treasury CS John Mbadi said the UN will reimburse Kenya for the money it had spent.

“This money we are spending on behalf of the UN, we are the ones making the payment so the money comes from our exchequer because these are our officers,” he said.

“So we pay and they refund, but now we have to recognize the expenditure because it was not in the budget,” Mbadi added.

In order to maintain the deployment of police personnel, President William Ruto called on the international community to provide immediate support at a meeting with former Haiti Prime Minister Garry Conille in Nairobi.

“We are asking the international community to match their commitment and their pledges with the necessary action for us to be able to complete the task ahead of us,” the President said.

Since June, Kenya has been in charge of the peacekeeping effort in Haiti, with an emphasis on combating gang violence there.
