10 Counties Exceed Revenue Targets As Nairobi, Mombasa Miss
Kirinyaga Governor and Council of Governors Chairperson Anne Waiguru praised county governments on Thursday for increasing their Own Source Revenue (OSR) amidst an impending Senate probe into losses through such county systems.
She acknowledged that counties reported an increase of Ksh58.95 billion from the system, meeting 72.8% of the annual target.
The revenue reportedly includes a Facilities Improvement Fund (FIF) collection of Ksh16.66 billion.
Overall, she reported a 55.91% increase in OSR performance over the previous year.
The governor also provided a list of the top ten counties that registered the largest increase, including her own Kirinyaga County, which came in third place with a 118.4% increase.
Counties generated 58.95 billion from their own source revenue which was 72.8% of the annual target. This includes FIF collection amounting to Kshs.16.66 billion. Overall, the OSR performance is a 55.91% increase from last year's collection.

Turkana County showed the greatest improvement (241.2%), followed by Vihiga County (136.3%).
Lamu, Nandi, and Wajir counties ranked fourth, fifth, and sixth, with increases of 116.2%, 113%, and 110%, respectively.
Garissa was the second North Eastern county to make the top ten, with 108.2%, followed by Nyeri (106.1%) and Samburu (104.1%).
Murang’a County ranked last on the list, increasing by 100.2%.
Nairobi, Mombasa, and Kisumu counties were conspicuously absent from the list, despite being projected to have the highest potential for revenue.
This development comes just a week after senators announced that they would launch an investigation into the counties following reports of billion-dollar losses through the system.
According to a June 2022 report by the Commission on Revenue Allocation (CRA), counties could earn up to Shs216 billion more through the system than they do now.
Since the program’s inception in 2013, devolved units have consistently failed to meet their targets.
