Ruto Spearheads Accountability, Imposes Bio-Metric Registration Of State Employees
As pressure mounts on the Kenya Kwanza regime to demonstrate greater accountability in the use of public resources, the government has announced several new stringent measures to combat corruption.
On Tuesday, September 17, President William Ruto chaired his first cabinet meeting since forming the broad-based Cabinet.
During the meeting, the cabinet discussed several policy proposals aimed at supporting the government’s rollout of various programs.
Also on the agenda was corruption, which Ruto promised to combat, primarily through accountability.
Following the meeting, the Cabinet decided to impose surcharges on any public officer whose actions resulted in the loss of public resources.
The officer would also be held liable if his omissions resulted in losses, as stated in Articles 226(5), 201(d), and 232(b) of the Constitution.

Government officials involved in corruption scandals will also face prompt prosecution, as the Cabinet seeks to amend the Evidence Act and Criminal Procedure Code to ensure that graft cases are resolved within six months.
In an effort to eliminate the issue of ‘ghost worker payroll’ that has plagued various regimes over the years, the Cabinet was also informed of a plan to implement a digitised Personnel Identification System for government officials.
A framework is also being developed to ensure that all public officers are adequately vetted, and wealth declaration is centralized under a single office in government.
Following recent concerns about state abductions, the government intends to review the Witness Protection Act to provide incentives for whistleblowers.
During the meeting, the President stated that significant progress had been made in fulfilling the ambitious promises he made to Kenyans early in his tenure as Head of State.
Another key government program, Universal Health Coverage, was also mentioned during the cabinet meeting, with the official rollout set for October 1, 2024.
