Gov’t Fires 4 Appointees Barely A Week After Appointment
The Mandera County Government, led by Governor Mohammed Adan, has rescinded crucial appointments made just a week after they took office.
Mumtaza Bishar Musa, Chief Executive of Mandera County Health Services, declared in a notice published in the Kenya Gazette on Friday that she had revoked four board appointments on behalf of the governor.
The Mandera County Government has nominated four people—Oman Issack Abdi, Abdikadar Daud Adan, Shamhad Mohamud, and Rashid Mohamed Ahmed—to critical posts in the county’s healthcare system.
The first three were appointed to the Mandera County Teaching and Referral Hospital board of directors, and Rashid Mohamed Ahmed was named chairperson of Kotulo Sub-County Hospital.
“In exercise of the powers conferred by the provisions of section 13 of the Mandera County Health Services Improvement Financing Act, 2024, the County Executive Committee Member for Health Services, revokes the appointment of Oman Issack Abdi, Abdikadar Daud Adan, Shamhad Mohamud, and Rashid Mohamed Ahmed as members of the respective hospital boards as per Gazette Notice No. 1115 of 2025,” read part of the revocation notice.
Following the reversal of the appointments, the devolved unit declared that it had appointed fresh candidates to the positions.
Abdisalam Adan Ahmed, Abdishakur Daud Adan Member (reappointed), and Sahara Mohamed Noor have been appointed to the Mandera County Teaching and Referral Hospital’s board.
On the other side, Abdiaziz Issack Nurow was named the new chairperson of Kotulo Sub-County Hospital. He will oversee the hospital’s management for three years.

“In exercise of the powers conferred by the provisions of section 12 of the Mandera County Health Services Improvement Financing Act, 2024, the County Executive Committee Member for Health Services, do appoint the following board members for the respective County Government Hospitals, for a period of three (3) years, effective from 1st February 2025: Abdisalam Adan Ahmed Member, Abdishakur Daud Adan Member, and Sahara Mohamed Noor,” the notice read in part.
However, the county government did not immediately explain the grounds for the revocations of the new appointments, who had only been in office for less than a week.
The selections were consistent with the Mandera County Health Services Improvement Financing Act of 2024.
The appointments of Rhamu, Banisa, Lafey, Takaba, and Elwak sub-county hospitals remain unchanged.
