‘Increase Our Funding!’ – NPSC Tells MPs For Police Recruitment

The National Police Service Commission (NPSC) has recommended the National Assembly provide increased funding for the recruitment of new police officers.

Speaking before the House Committee on Security, Commission CEO Peter Leley stated that, while they have been granted Sh1.33 billion for the fiscal year 2025/26, additional financing is required to address various demands within the service.

“We have several key initiatives that require funding among them recruitment of 10,000 new officers this year and implementation of the Maraga Police Reforms,” he explained.

Leley stressed their role in recruiting and appointing persons to the police service.

According to sector reports filed with the National Treasury, which influence the budget, the recruitment process will be completed within the fiscal year beginning July 1.

The government had originally planned to conduct the recruitment in March.

Another 10,000 are anticipated for the next year and 10,000 in the third year of the medium-term budget framework.

Other priorities, according to Leley, include improving the staff housing mortgage scheme, leasing vehicles to increase employee mobility, and increasing resources for police modernisation.

Deputy Inspector General of Police Eliud Lagat also discussed the police service’s planned budget of Sh118.42 billion.

The service’s primary objectives for 2025/26 and the Medium Term include increasing the police modernisation program from 29% to 46% through the acquisition of various security equipment and the recruitment of 20,000 officers.

In addition, the service intends to issue 3.6 million police clearance certificates to promote public safety and efficiency, as well as outfit the forensics lab.

Mohamed Amin, Director of Criminal Investigations (DCI), expressed worry about his department’s underfunding, citing the high expense of security operations and investigations.

“Crimes are becoming more sophisticated, and we need to keep up with technology. This requires budgetary allocations to help us equip our officers,” he said.

The Committee also asked about the state of police housing projects, and the DIG said that the NPS presently maintains 23,190 housing units but requires a total of 101,230 units.

He requested that the Ministry of Housing continue to support the maintenance of these units, replace antiquated infrastructure, and better manage utility costs.

The Committee, chaired by Narok West MP Gabriel Tongoyo, will study the NPSC demands and write a report to be submitted to the Liaison Committee for further consideration.
