ODM Governor Under Scrutiny Over Extravagant Purchases, Disposal Of County Vehicles
Kakamega County Senator Boni Khalwale has expressed concern about the purchase and disposal of automobiles by the Fernandes Barasa-led Kakamega County Government.
The senator claimed that there are anomalies in the county’s records of car purchases and disposals.
This led the Standing Committee on Finance and Budget to conduct an investigation into the situation.
“There has been growing public concern regarding the purchase and disposal of motor vehicles by the County Government of Kakamega,” the senator said in a statement to the committee.
“We are demanding transparency and accountability in the management of county resources.”
The senator, who has long been at odds with Governor Barasa, asked the committee to require county management to give a complete record of all motor vehicles purchased by the county from 2014 to the present.

According to Khalwale, the list should include information about each vehicle’s make and model, registration number, purchase date, and total money paid.
“This would help establish a clear audit trail for county-owned assets over the past decade,” Khalwale argued.
In addition to the county’s car purchases, the senator requests that the committee audit the vehicles that were disposed of or retired during the same time period.
Khalwale wants the cause for disposal, the make and model, the year of disposal, the initial purchase price, and the amount recovered from the disposal of each car made public.
The senator emphasized the importance of this probe in keeping the county on its toes and ensuring that public assets are administered appropriately, with any anomalies highlighted.

According to financial reports from the Office of the Auditor-General, the county set aside monies for asset acquisitions, including automobiles, across several fiscal years.
In what appears to be an attack on the governor, Khalwale stated that the recording of purchases and disposals is consistent with the constitution and an important component of promoting transparency in governance.
The senator’s inquest is not surprising given Khalwale’s criticism of Barasa’s leadership, including accusations of mismanagement and fraud.
Khalwale has consistently claimed that Barasa has failed to enhance services in critical sectors like healthcare despite getting large funding.
