UDA Senator Demands Probe Into County Gov’t’s Payroll Irregularities

The Senate Committee on Devolution and Intergovernmental Relations intends to examine Elgeyo Marakwet Governor Wesley Rotich on allegations of improper hiring and mishandling of county revenues.

Senator William Kisang expressed concerns about questionable human resource procedures, payroll management, and overall staff administration at the Elgeyo Marakwet County Public Service Board.

While appearing before the committee on Tuesday, July 22, the legislator wanted to know the reason for the frequent and unexplained shift of staff between permanent and contract periods.

He cited recorded cases of officers returning to former jobs after serving as County Executive Committee Members (CECs) or Chief Officers (COs).

Senator Kisang has demanded that Governor Wesley Rotich be summoned over suspected anomalies in promotions, payroll methods, and personnel management in Elgeyo Marakwet County.

Kisang questioned how certain officers were promoted despite avoiding job group progression and regular recruitment procedures, such as interviews.

He further stated that Ksh11.3 million in special house allowances were granted to 156 employees without appropriate process, citing a clear case of mismanagement.

“An additional Ksh3 million was paid as special salary to 25 staff over a year, despite public service guidelines prohibiting such discretionary payments,” he added.

The Senator also encouraged the Senate Committee on Devolution and Intergovernmental Relations to look into reports of delayed or non-payment of salary to county employees in the fiscal years 2022/2023, 2023/2024, and 2024/2025.

He called for an investigation into the causes of these delays, as well as an assessment of any corrective actions implemented by Governor Rotich’s administration.

Kisang also expressed worry about 11 employees who had been on probation for longer than was legally allowed.

Furthermore, more than seven senior officers are still listed on the county payroll, despite the fact that they are over the legal retirement age of 60, which is against public service standards.

Following the deliberations, the committee is expected to summon the governor to explain the Senator’s concerns, in an effort to combat corruption within the Elegeyo Marakwet County government.
