Ruto Nominates EX-KRA Commissioner As NPSC Chairperson

President William Ruto has nominated Amani Yuda Komora, MBS, CHRP, to be the new Chairperson of the National Police Service Commission, according to a notification issued Monday.

Felix Koskei, Head of Public Service, announced the nomination, which was made pursuant to Article 250(2)(b) of the Constitution and Section 9(5) of the National Police Service Commission Act.

“The President has exercised his constitutional mandate to nominate Dr. Komora as Chairperson of the NPSC,” the statement read.

“The Commission plays a critical role in recruiting, appointing, promoting, and exercising disciplinary control over officers within the National Police Service.”

Dr. Komora is the Salaries and Remuneration Commission (SRC)’s immediate past Vice-Chairperson.

He has also worked as the General Manager of Human Resources and Administration at the Kenya Ports Authority (KPA), Assistant Commissioner for Human Resources at the Kenya Revenue Authority (KRA), and a member of the National General Wages Council.

If authorized by parliament, Komora will serve with Angeline Yiamiton Siparo, who will be joined by Peris Muthoni Kimani, Benjamin Juma Imai, and Collete Suda.

The three were appointed by a Gazette Notice on June 27, 2025.

Siparo coordinated the Young African Leaders Initiative (YALI) Legacy Localisation Project in 49 countries and served as Chairperson of the National Aids Control Council from 2016 to 2022.

She has previously worked for Oxford HR (AU/Africa CDC), Catholic Medical Mission Board (CMMB), Population Reference Bureau (PRB), UNAIDS, Futures Group International, and Family Health International (PHI).

Their nomination follows the suggestion of the Selection Panel, which was constituted to select nominees for the positions of Chairperson and Members of the National Police Service Commission (NPSC), as published in Kenya Gazette Notice No. 1181.

The new commissioners will serve non-renewable six-year terms.

The NPSC is responsible for many human resource functions within the police service, including recruitment, promotions, transfers, and disciplinary supervision.

This offers policy recommendations for police welfare and professionalism.

The fresh nominees demonstrate the government’s determination to improve police oversight and accountability. It comes amid increased public scrutiny of police behavior and reforms.

The government has promised to continue modernising and professionalising the police force in accordance with constitutional ideals and human rights.
