
Governor Sakaja Reshuffles Cabinet Weeks After Ruto Deal
Governor Johnson Sakaja has reassigned five County Chief Officers with immediate effect as the under-pressure county boss seeks to improve service delivery.
On Friday, April 24, Sakaja moved Dr Machel Waikenda, who has been serving as the Chief Officer for Mobility and Acting Chief Officer for ICT Infrastructure to Lands and Ag. Mobility.
Waikenda was first approved to join Sakaja’s cabinet in May 2024 as Chief Officer for Economic Affairs. He then transitioned to the Mobility sector in August 2024, following a reshuffle.
At the same time, Cecilia Koigu moves from the Lands sector to ICT Infrastructure.

Koigu is among the 33 Chief Officers nominated by Governor Sakaja in December 2022 and appointed to the Lands docket, where she has been serving until the latest restructuring.
Engineer Bob Ariemba has been appointed to head the Ag. Works.
Sakaja also transferred Dr Irene Muchoki, who is among the longest-serving CECs in his administration, from Medical Services to Gender and Inclusivity.
She was first nominated in December 2022 as Chief Officer for Medical Services
Mariam Dubow Dahir was switched from Gender and Inclusivity to Medical Services, effectively swapping portfolios with Dr Muchoki.
The changes, authorised under Section 45(5) of the County Government Act 2012, were signed by Governor Sakaja.
The latest reshuffle comes barely a year after the infamous November 18, 2025, reshuffle that came as the Governor stared at a possible impeachment.
The November reorganisation affected seven of the 10 top-tier ministers, marking one of the most significant administrative shifts since Sakaja took office in 2022.

The changes saw several high-profile officials swapped between critical dockets to address persistent challenges in urban planning and public health.
Mercy Sau Mwakio was moved from Public Service Management to lead the Lands, Physical Planning, and Housing portfolio, while Suzanne Silantoi transitioned from Public Participation to take over the Health Services department.
In addition to the executive shifts, the governor also reassigned several chief officers, the technical leads who oversee day-to-day operations.
Notably, Geoffrey Mosiria was moved from the Environment department to the newly prioritised Citizen Engagement and Customer Service wing, a move seen as an effort to improve the county’s responsiveness to resident complaints.
