Ruto Makes Fresh PS Reassignment After Mohamed Liban’s Resignation

President William Ruto has reassigned Kello Harsama to the State Department for Petroleum as part of fresh changes within the Principal Secretaries’ ranks.

Harsama was transferred from the State Department for ASALs and Regional Development to the Petroleum docket, where he will now serve as Principal Secretary, effective immediately.

Caroline W. Karugu has been appointed Acting Principal Secretary for the State Department for ASALs and Regional Development.

Karugu will also continue to serve in her substantive post as Principal Secretary for East African Community (EAC) Affairs.

“The changes are intended to fill the vacancy arising from the resignation of the immediate former Principal Secretary for the State Department for Petroleum,” a communique from Head of Public Service Felix Koskei said.

The reassignments were made in line with Article 155(4) of the Constitution to fill the vacancy left after the resignation of a PS.

Speaking shortly after his reassignment, Kello Harsama thanked President William Ruto for entrusting him with the new role, pledging to serve with dedication and professionalism.

“I wish to sincerely thank H.E. President William Ruto for the trust and confidence bestowed upon me through my reassignment to the State Department for Petroleum,” Harsama stated.

“I remain fully committed to serving our nation with dedication, professionalism, and integrity in this new role.”

The Petroleum PS position fell vacant after the resignation of Mohamed Liban, who tendered his resignation in April following investigations into an alleged fuel importation and supply chain scandal.
