Ruto Directs Salary Increment For All Civil Servants Effective Immediately
President William Ruto has ordered a reassessment of wages and allowances across the public service, and all federal personnel will receive a new compensation boost beginning in July.
Public Service Cabinet Secretary Geoffrey Ruku announced the move on Tuesday, June 23, during Public Service Week celebrations at the Kenyatta International Convention Centre (KICC), stating that the changes will affect all public employees.
According to Ruku, the wage review will consider not only base pay but also major allowances granted to government employees.
“President William Ruto and his government are increasing the salaries of all public servants in July this year,” Ruku announced.
“It will be gross pay, housing allowance, and commuter allowance, which will be increased once more in July this year.”
President Ruto has directed a salary increase for civil servants.

The announcement is expected to benefit thousands of personnel from ministries, state departments, agencies, and other public institutions around the country.
At the same event, the Cabinet Secretary directed all government entities to immediately migrate their payroll systems to the government’s Human Resource Information System (HRIS).
Ruku said the directive applies to all ministries, state departments, state agencies, and county governments as part of efforts to enhance accountability and improve management of public resources.
He revealed that the directive had been issued by President Ruto and warned that institutions that fail to comply within one month risk severe consequences.

“To ensure efficiency and proper use of public resources and taxes, the President has directed that all ministries, county governments, agencies, and state departments must be on one payroll platform, the Human Resource Information System,” Ruku said.
The CS further warned that non-compliant institutions could have their salary remittances suspended until they are fully integrated into the platform.
“All departments that will not have complied within one month will not remit your salaries,” he stated.
The latest pay rise comes months after the Salaries and Remuneration Commission (SRC) approved the first phase of the 2025–2029 remuneration review cycle, which saw civil servants receive salary and allowance adjustments backdated to July 1, 2025.
The SRC had indicated that the review would be implemented in phases to keep public sector pay competitive while aligning remuneration with prevailing economic conditions.
