Museveni Nominates Seasoned Ugandan Ambassador For UN Secretary-General Position

The Ugandan government has nominated experienced diplomat and former UN official Ambassador Olara Otunnu for the job of UN Secretary-General, officially entering the race to lead the global organization.

Uganda’s Ministry of Foreign Affairs stated on Sunday, July 26, that it had submitted Otunnu’s candidacy for the top UN post, as the search for a successor to António Guterres begins. Guterres’ second term ends on December 31, 2026.

The government referred to Otunnu as a respected politician and international civil servant with over four decades of expertise in international diplomacy, administration, academia, and civil society.

Uganda also insisted that his extensive leadership background makes him well suited to lead the United Nations at a critical moment in global affairs.

“The Government of the Republic of Uganda has nominated and submitted the candidature of Ambassador Olara Otunnu, a distinguished Ugandan statesman and international civil servant, for the post of Secretary-General of the United Nations,” the statement read in part.

According to the Ugandan government, Otunnu is a distinguished statesman and international civil servant with more than four decades of experience in international diplomacy, government, academia, and civil society, making him well suited for the role.

The UN Secretary-General is appointed by the United Nations General Assembly on the recommendation of the UN Security Council, following a competitive selection process involving all member states.

The process begins with member states nominating candidates, after which the contenders participate in informal public dialogues outlining their vision for leading the UN.

The 15-member UN Security Council then conducts a series of confidential straw polls to assess the level of support for each candidate.

To advance, a candidate must secure the backing of at least nine Security Council members and avoid a veto from any of the five permanent members: China, France, Russia, the United Kingdom, and the United States.

Once a candidate secures the necessary support, the Security Council formally recommends them to the 193-member UN General Assembly, which makes the final appointment through a majority vote.

Uganda said Otunnu’s experience across the UN Secretariat, the Security Council, national government, academia, and grassroots peacebuilding uniquely positions him to lead the organisation at a critical time in global affairs.

“The Government of Uganda is confident that Ambassador Otunnu’s unique breadth of experience, spanning the UN Secretariat, the Security Council, national government, academia, and grassroots peacebuilding, makes him exceptionally well suited to lead the United Nations at this critical juncture in global affairs,” the statement added.
