Murder Suspect On Dr Mutiso’s Death Was Also Close To Ruto’s Ally With TSC Job Scams
One of the police suspects in Dr Victoria Mutiso’s murder, who was arrested in Uganda, has been linked to a separate scheme where he allegedly conned job seekers using fake promises tied to the Teacher Service Commission (TSC).
The suspect is said to have charged desperate teachers huge sums, promising to secure them placements through connections he claimed to have within TSC circles.
According to police sources, those hoping for primary school postings were reportedly asked to part with Ksh180,000 each, while secondary school hopefuls paid an even steeper Ksh275,000.
Some of the alleged victims say the suspect built his credibility by appearing close to influential figures in government.
Among them was Molo MP, Kuria Kimani, whom the suspect reportedly accompanied to several constituency events back in 2024, right around the time the lawmaker had let go of his assistant.
His presence at these functions is said to have created the impression that he had taken over as the MP’s new personal assistant, a detail that convinced many victims to trust him with their money.

Investigators say the suspect operated from offices linked to lawmakers at the Kenyatta International Conference Centre (KICC) before quietly relocating to Westlands once the promised jobs never materialised.
Victims claim that once the deadline for the fake placements passed, the suspect simply stopped picking up their calls, leaving many out of pocket and without answers.
For his part, Kimani has since come out to clarify the nature of his relationship with the suspect, distancing himself from the personal assistant claims.
He says he only knew the suspect as someone who helped link legislators to media platforms, especially for live studio interviews, and nothing beyond the occasional gig.
The MP has since urged the Directorate of Criminal Investigations (DCI) to act on the matter should there be enough evidence to support the fraud allegations against the suspect.
