Ruto Makes MAJOR Changes In CRITICAL Parastatal Boards
President William Ruto has announced a new wave of appointments to critical state agencies.
This decision reflects a continuous emphasis on revitalizing leadership in institutions critical to healthcare, procurement, trade, and government.
Ruto nominated John Munyu as Non-Executive Chairperson of the Pharmacy and Poisons Board on July 4, 2025, according to a Kenya Gazette announcement.
He formerly worked as CEO of KEMSA, Kenya’s governmental organization in charge of acquiring and distributing medical commodities, and was instrumental in assuring a consistent medicine supply to public healthcare facilities.
The appointment replaces Charles Githinji, who was immediately transferred to lead Kenya Biovax Institute Limited as its Non-Executive Chairperson for a three-year term under the State Corporations Act.
Additionally, Dr. Charles Githinji was named by Ruto as the new non-executive chairperson of Kenya Biovax Institute Limited’s board of directors.
The Interpretation and General Provisions Act gave the appointment its authority, and it became effective on July 4, 2025.

The length of Dr. Githinji’s appointment is three years. Alongside his appointment, Dr. Swarup Ranjan Mishra, who had previously held the position, had his appointment revoked.
The state-owned agency, which is crucial to regional vaccine development and biotechnology research, saw a change in leadership confirmed by President Ruto.
Kenya Biovax Institute Limited was founded as part of the nation’s plan to improve vaccine production self-sufficiency and lessen dependency on imports, particularly in light of the COVID-19 pandemic.
The regulatory body that handles appeals and disputes in public procurement underwent a change when Treasury Cabinet Secretary John Mbadi Ng’ongo canceled Susan Mambo’s nomination to the Public Procurement Administrative Review Board.
Hussein Dado was named Chairperson of the Public Service Superannuation Fund Board of Trustees for three years, effective the same day, further solidifying his position as a pioneer in pension administration.

More broadly, the same ministry formed a new National Technical Barriers to Trade Committee that included more than 50 organizations, including universities, sector regulators, the Kenya Bureau of Standards (KEBS), and other institutions.
The Principal Secretary for Trade chairs the committee, which seeks to harmonize Kenya’s regulatory environment with the Technical Barriers to Trade Agreement of the World Trade Organization.
