Ruto Makes New Ambassadorial Appointments In A Massive Shake-Up
President William Ruto has announced a shake-up of Kenya’s Foreign Service, appointing new ambassadors, high commissioners, consuls general, and deputy chiefs of mission in an effort to improve diplomatic performance and service delivery.
In an executive action issued on August 15, 2025, State House Spokesperson Hussein Mohamed stated that the appointments are part of the government’s Bottom-Up Economic Transformation Agenda (BETA) and seek to realign Kenya’s representation overseas for increased efficiency.
“In an Executive Action carried out today, the President has realigned the nation’s Foreign Service to optimise performance and enhance service delivery, as outlined in the Administration’s Manifesto under the Bottom-Up Economic Transformation Agenda (BETA),” part of the statement reads.
Among the main nominees for High Commissioners and Ambassadors are Amb. Galma Mukhe Boru to Addis Abeba, Ethiopia; Amb. Anthony Mwaniki Muchiri to Ankara, Turkey; Amb. Lucy Kiruthu to Bangkok, Thailand; and Amb. George Morara Orina to Dublin, Ireland.

The list also contains Florence Bore, a politician who has been appointed Ambassador to Windhoek, Namibia.
Bore served in Ruto’s debut cabinet before being fired in July 2024 as part of a cabinet upheaval prompted by major anti-government protests.
She also served as Kericho’s Woman Representative from 2017 to 2022, representing the Jubilee Party.
The President also appointed Amb. Abdirashid Salat Abdille to Jakarta, Indonesia, and Amb. Mohamed Ramadhan Ruwange as Consul General in Arusha, Tanzania.
Amb Maurice Odhiambo Makoloo was sent to London, United Kingdom; Jayne Jepkorir was appointed as Consul General in Dubai, UAE; and Amb David Mwangi Karanja was selected as Deputy Head of Mission in Seoul, Korea.

The nominations have been forwarded to the National Assembly for review and approval in accordance with constitutional requirements.
In the most recent restructuring, several veteran ambassadors are taking on new duties. Amb Anthony Mwaniki Muchiri is relocating to Ankara, Turkey.
George Morara Orina has been assigned to Dublin, Ireland, while Joseph Musyoka Masila will be stationed in Riyadh, Saudi Arabia.
Other ambassadors who have been reshuffled include Amb. Kipkosgei Toroitch, who has relocated to Kampala, Uganda, and Amb Lucy Kiruthu, who is moving to Bangkok, Thailand.
