IEBC Summons Kasipul Candidates Over Violence During Campaigns

The Independent Electoral and Boundaries Commission (IEBC) has summoned Boyd Were and Philip Aroko, the two top contenders in the Kasipul parliamentary by-election, as violence threatens to interrupt voting in the region.

Speaking on Friday, November 14, IEBC Chairperson Erastus Ethekon announced that hearings will begin on Monday, November 17, with the Commission warning of disqualification awaiting the outcome of the proceedings.

“We are aware of the incidences of violence in Kasipul. Immediately we heard of the incidents, we dispatched our investigations team to the ground, they conducted investigations and now we have the final report,” noted Ethekon.

“We have empaneled the Code of Conduct Enforcement Committee which will commence its work on Monday, to summon those candidates in Kasipul,” he added.

The call came after two people were killed and numerous others injured in clashes between the two opposing factions.

Boyd and Aroko have traded claims over who is behind the altercation, with both sides denying responsibility for the violence.

It all began when suspected thugs invaded Boyd’s campaign event in Opondo, Central Kasipul, injuring his security guys and numerous other residents in the subsequent commotion.

Boyd, the eldest son of the late Charles Ong’ondo Were, confirmed the events, saying it began quietly.

However, chaos ensued when the suspected hired goons, whom he claimed were recruited by his opponent, began attacking bystanders.

Witnesses stated that the attackers destroyed people’s property, including a public address system set up for use by Boyd and his campaign crew.

According to Boyd, the same goons then went to Nyalenda, where he had planned to meet with more people, and demolished everything that had been set up, including tents and seats.

In response to Boyd’s claims, Aroko issued a counter-accusation, blaming Boyd’s security team for instigating the violence in Central Kasipul.

The current development came after the IEBC warned Kasipul candidates and political parties that they would be disqualified if the violence worsened, resulting in two deaths.

A disqualification of the candidates would jeopardize the Kasipul by-elections, as the seat had become empty following Were’s gruesome murder in broad daylight by armed gunmen.
