DCI Breaks Silence On Russian Man Who Explicitly Filmed Kenyan Women
Victims of a suspected Russian man’s viral non-consensual videos have been invited to come forward to authorities and record testimony, adding another twist to the drama.
On Tuesday, February 17, the Directorate of Criminal Investigations (DCI) issued a statement urging the women in the viral videos to record testimonies, emphasizing that the statements would be kept personal and sensitive.
“We are deeply concerned about the reported circulation of intimate content involving Kenyan women, which is a clear violation of privacy, dignity, and the law,” a statement from DCI said.
“We want to assure all victims that coming forward will not expose them to harm or public scrutiny.”
Adding, “Our teams are fully equipped to handle these cases with the highest level of care, confidentiality, and professionalism.”

Over the weekend, social media platforms were filled with films purporting to show the Russian national’s numerous interactions with women, some of whom were Kenyan, causing widespread online controversy.
In the videos, the foreigner approaches the women, and after a brief interaction, he coerces them to accompany him.
It is unknown what happens next, while multiple people claiming to be victims of the foreigner have given varying accounts.
While underlining that the foreign national’s actions were a violation of the Computer Misuse and Cybercrime Act, the DCI acknowledged that an extensive investigation into the situation had already commenced.
This includes the deployment of specialized cybercrime and gender-based violence units to gather evidence, track digital footprints, and locate the perpetrator.
Authorities have threatened to investigate anyone involved in the recording, dissemination, or further circulation.

The agency warned that participation in these crimes may result in criminal charges under Kenyan law.
Meanwhile, witnesses with information about the suspect or the circulation of the videos have also been urged to provide statements to aid the investigation.
A day earlier, the Ministry of Gender, Culture, and Children Services, through Cabinet Secretary Hanna Wendot Cheptumo, condemned the videos, which appeared to have been filmed without the women’s consent, as she announced coordinated government action.

The Russian government, through its embassy in Ghana, stated on Monday, February 16, that it had taken note of reports published by some media regarding the alleged involvement of its citizens with some African women.
