
PayPal Freezes Freelance Kenyan Accounts Over Compliance Checks
PayPal has blocked funds and limited the accounts of an unknown number of Kenyan users due to increased compliance checks.
According to sources, the action is related to Kenya’s inclusion on the Financial Action Task Force’s (FATF) grey list.
The list identifies countries with a higher risk of money laundering and terrorism financing, leading global financial corporations to implement stronger verification processes.
Affected customers were reportedly required to present documents such as proof of work, bank records, and utility bills to prove their identity and residence address.

The corporation also requires Kenyan users who receive money from outside to justify the origin and purpose of the payments.
Some accounts are being restricted until the relevant information is provided.
Further, those who do not comply have revealed that they have been blocked from moving or withdrawing their money for at least six months.
Some of the affected individuals include freelancers who earn income through digital gigs.
They have revealed that their funds have been held for extended periods, with the firm warning that accounts that remain non-compliant for more than six months risk being permanently deactivated.

According to reports, the PayPal restrictions come amid a broader trend of heightened scrutiny of financial accounts in Kenya over money laundering concerns.
Cryptocurrency platforms such as Binance and other fintech firms are also facing increased regulatory oversight.
PayPal has told affected users that it may hold remaining balances for up to 180 days before releasing them, to cover possible chargebacks or other liabilities.
Once an account is restored, future payments can still be held for up to 21 days.

In Kenya, PayPal is widely used by freelancers, remote workers receiving payments from overseas clients, and online shoppers seeking a secure alternative to sharing their card or bank details across multiple websites.
According to reports, one of the most challenging requirements for affected users has been providing proof of a physical address.
PayPal reportedly requires documents such as electricity, water, gas, or internet bills linked to a formally registered residential address.
However, many users argue that the requirement does not align with the reality of Kenya’s addressing system.
In Kenya, landmarks and informal location descriptions are often used in place of structured street addresses common in countries such as the United States and those in Europe.
