Under Siege Youth Affairs PS Presents Himself To Police During Killing Probe
Fikirini Jacobs, the Principal Secretary for Youth Affairs, has given his first public statement in response to Cecil Ouma’s tragic shooting.
Jacobs confirmed his willingness to fully cooperate with investigators to ensure justice is served.
Fikirini told the press on Thursday, July 2, that he had previously recorded a statement with the police as inquiries into the case continued.
The PS also stated that seven people, including two of his bodyguards, had been called and were assisting police with their investigations.

He went on to say that no family should have to go through the anguish of losing a loved one in such circumstances, and that Cecil’s death was a tragedy that should never have occurred.

“Regarding circumstances surrounding Cecil’s death, I believe no family should have to endure such a tragic loss. I believe no youth’s life should end that way Cecil’s did,” said the PS.
“As such, I have responded to an invitation by the investigative agency to record my statement,” he added.
“Already seven people, including two from my office, have been summoned and shared their side of the story.”
His remarks come on the back of the fatal shooting of Ouma, a youth mobiliser who was gunned down during a youth empowerment programme in Kariokor, Nairobi County.

According to witness reports, Ouma was shot on July 1, after a dispute over a cash token arose among some youth.
Witnesses have since claimed a confrontation ensued after irate youth attempted to return a token which they deemed too little, resulting in a confrontation that turned deadly.
However, according to a source close to PS Fikirini, while some allege excessive force, other reports suggest the deceased attempted to grab a firearm from a bodyguard during the altercation.
Following the allegations of shooting, a post-mortem conducted on the body of the deceased confirmed Ouma died from a fatal gunshot wound.
The incident has sparked questions over what exactly transpired moments before the shooting, with police expected to rely on witness accounts and forensic evidence to probe the matter.
