Ruto Nominates New EACC CEO As Graft Cases Soar

Abdi Mohamud, EACC’s Deputy Chief Executive Officer, has been selected to succeed his outgoing boss, Twalib Mbarak, as CEO of the anti-graft authority.

EACC Chairperson David Oginde announced the nomination in a notice dated Friday, November 22, 2024.

“The Commission wishes to inform the public that following a competitive recruitment process, Mr Abdi Ahmed Mohamud, MBS has been considered as the nominee for the position of Secretary/Chief Executive Officer of the Ethics and Anti-Corruption Commission,”  Bishop Oginde said.

Ahmed was the EACC’s Director of Investigation prior to his appointment as Deputy Chief Executive Officer.

“The nominee details will be forwarded to the National Assembly for vetting and consideration in accordance with the law,”  Bishop Oginde added.

On Tuesday, September 17, 2024, EACC advertised the post of CEO on its website and in print media.

By the application deadline on Monday, October 7, 2024, the Commission had received 172 applications, with fourteen (14) individuals shortlisted.

On October 11, 2024, the print media announced the list of shortlisted candidates.

The shortlisted candidates, apart from Abdi, were Stephen Maisha Ngowa (Kitui), Doreen Nkatha Muthaura (Isiolo), Jackson Kaunda Mue (Machakos), Joseph Vincent Onyango (Nairobi) and Paul Ndemo Maina (Kisii).

Others were  Victor Omari Okongo (Siaya), Peter Lokol Lomulen (Turkana), Obadiah Kipkoech Keitany (Baringo), John Tentemo Ole Moyaki (Kajiado) and David Kiplagat Ruto Too (Uasin Gishu).

Justa Wawira Mwangi (Embu), Mohamed Abdul Mmaka (Lamu) and Waweru Karanja (Laikipia) were also on the list.

Interviews for the shortlisted individuals took place from November 19 to 21, 2024.

Abdi is a High Court of Kenya Advocate and seasoned investigator with more than 30 years of expertise investigating corruption and other sorts of economic crime.

He began his law enforcement career in 1989 as a Cadet Inspector with the Kenya Police Service.

He later joined the Kenya Anti-Corruption Commission (KACC) (now EACC) in 2005 as a Senior Officer in charge of the Rapid Response Division, rising through the ranks to become the Director of Investigation.

Abdi has received extensive training as a career detective in corruption and economic crimes, both locally and abroad, from several prestigious law enforcement agencies.

He has a Master of Science degree in Security and Risk Management from the University of Leicester in the United Kingdom, a Bachelor of Laws degree from Mt. Kenya University, and a Professional Diploma in Law from the Kenya School of Law.
