Ruto Appoints Musalia Mudavadi To Temporarily Head All Ministries
President William Ruto appointed Musalia Mudavadi, the Prime Cabinet Secretary, as the acting Cabinet Secretary for all Ministries.
Ruto stated in a Special Gazette Notice dated July 12 that Musalia would be in charge of all vacant portfolios after the President dismissed all cabinet secretaries.
“That pursuant to Article 152 (5) (a) of the Constitution, Hon. Wycliffe Musalia Mudavadi, E.G.H., is assigned as the Acting Cabinet Secretary in all vacant ministerial portfolios,” the gazette notice read.

Following the gazettement, all ministries were declared vacant, with the exception of the Ministry of Foreign and Diaspora Affairs.
According to the gazette notice, the President cited the need to improve efficiency, effectiveness, transparency, and accountability in public service delivery by realigning governance structure and leadership.
Furthermore, Ruto stated that the dismissal was informed by the overwhelming feedback of Kenyans.
According to Ruto, the dismissal of the cabinet was critical to the nation’s ability to carry out its mandate of good governance.
“Conscious that review and re-organization of My Administration is necessary to embed operational enhancements and foster responsive governance,” stated Ruto.
The gazette notice also declared the Attorney General’s office vacant, as previously announced by the President on July 11.
“That in accordance with section 12 (1) of the Office of the Attorney-General Act (Chapter 6A, Laws of Kenya), the appointment of Hou. Justin B. N. Muturi, E.G.H. as the Attorney-General is rescinded,” stated the Notice.
However, when the President announced the dismissal of the CSs on July 11, he stated that the ministries would be run by the Principal Secretaries before new appointments were made.
“During this process, the operations of government will continue uninterrupted under the guidance of Principal Secretaries and other relevant officials,” he said.
