It was floating at the dam when divers jumped in to retrieve it. Police said the father identified the body at the scene.
Locals protested the death and the police’s slow response to the scene.
They removed the body from the water and brought it to nearby Waiyaki Way, where they blocked traffic and demanded a police vehicle to transport it to the mortuary.
The group also demanded an investigation into Owino’s death.
A police vehicle was dispatched to the scene to transport the body to the morgue. Anti-riot police dispersed the group, allowing traffic to flow.
Police said the investigation into the death is ongoing. It’s unclear what caused the death.
Locals believe the victim was among those targeted during the recent anti-government protests.

The Kenya National Commission on Human Rights stated that the number of those reported as abducted or missing has increased from 59 to 66, while the number of those arrested has gone up from 682 to 1,376.
Police continue to pursue those suspected of taking part in the protests.
More protests are planned for August 8, as part of a push to address protesters’ demands.
This comes amid a push to drop the cases of those arrested during the protests.
“I urge the criminal justice agencies to take effective measures and ensure that people who may have been innocently caught up on the wrong side of proceedings, and those not implicated in crimes are released and the charges against them withdrawn,” President William Ruto said.
“This will enable the agencies to focus their resources, efforts, and time on investigating and prosecuting serious criminal elements who took advantage of peaceful demonstrations to advance a dangerous agenda.”
