Ruto Appoints New Committee To Review The New Controversial University Funding Models
On Monday, President William Ruto appointed a technical team to review the new contentious university funding model.
The infamous model has been criticized after many students felt excluded by it, resulting in demonstrations.
Ruto announced that the team, led by Professor Japheth Ntiba, will review the fees and banding category issues under the new model.
The new appointees include both representatives from university student associations and educational professionals from various backgrounds.
The Head of State issued a gazette notice directing the formation of the National Working Committee on Review of the New University Education Funding Model.

He announced that the four workstreams will be divided into sections, one of which will be responsible for reviewing and refining the new funding model for universities and technical, vocational education and training institutions (TVETs).
Other workstreams include appeals arising from the categorization of students into various eligibility bands for scholarship and loan allocation, student loan structure, and a review of the cost of university academic programmes.
The four teams announced by President Ruto will be led by two co-chairs in each category.
He also directed that the Workstream chairpersons and co-chairpersons serve as the Committee’s coordination board for the new university education funding model.
The first team to review and refine the new funding model for universities and technical, vocational education and training institutions (TVETs) will be led by Karuti Kanyinga and Dibora Zainab Hirbo.
The workstream on appeals arising from the categorization of students into various eligibility bands for scholarship and loan allocation will be led by Walubengo Waningilo and Lucy Machugu, who will serve as co-chairs.
Robert Oduor Otieno and Aron Kiprotich Bett will lead the workstream on Student Loan Structure, while Mohamed S. Rajab and Patrick Malanga will lead the review of the cost of university academic programmes.
Ruto appointed a team to relook at Kenya’s education system, which resulted in the New University Funding Model.
The committee recommends sector-specific reforms aimed at revitalizing, in particular, the country’s higher education financing.
