CORRUPTION GALORE! Auditor General Exposes MPs Mismanaging NGCDF Funds
Auditor General Nancy Gathungu has issued a report outlining how many Members of Parliament (MPs) abused the National Government Constituency Development Fund (NG-CDF).
Gathungu’s audit report, released on Monday, December 16, detailed how monies were misappropriated in nearly all 290 constituencies, with bursaries being handed to non-existent pupils.
The auditor general alleges that Ksh58 million was wasted on bursary funding in the Sabatia Constituency of Vihiga County.
However, the area parliamentarian could only account for Ksh38 million, with no information on beneficiaries or the amount each student got.
Ksh2.5 million has been released in Rongo, Migori County, to build a school laboratory.

However, the auditor general’s investigation indicated that, despite the multi-million dollar cost, no laboratory was built.
The auditor also discovered that at least Ksh21 million was spent on digging boreholes in the constituency, but the sub-county was unable to explain how the money was spent.
Gathungu revealed a similar waste in Narok West Constituency, where Ksh9 million in bursaries was improperly spent on 675 beneficiaries who had no admission or registration number.
The investigation further claimed that some of the beneficiaries in Narok West had similar admission numbers in their various institutions, with some of the pupils having no names.
According to the auditor general, Narok West allegedly squandered Ksh25 million by building courses with no breakdown of how the amount was used to build the classrooms.
Similarly, in Embakasi North, the auditor general discovered undistributed cheques totaling Ksh17 million, with the report also highlighting Ksh24 million reportedly spent by the constituency on projects that the auditor was unable to find.

The Nakuru Town East constituency was also spotlighted for potential waste of Ksh63 million, with the auditor querying Ksh21 million spent on security measures.
In addition, Isiolo South Constituency was identified as one of the sub-counties that allegedly misappropriated NGCDF monies.
According to the auditor general, the constituency allegedly misappropriated Ksh13 million by distributing funds to beneficiaries without providing receipts.
While detailing the differences in sub-counties, the auditor general directed the constituency project management committees to guarantee full compliance with the law in order to close all of the loopholes identified in the report.
