
Kenya’s Controller of Budget Reveals How The Gov’t Is Frustrating Her Office
Margret Nyakang’o, the Controller of Budget, has claimed that her office is unable to supervise the national government’s project implementation due to budget constraints.
While testifying before the Senate Committee on Finance and Budget on Tuesday, Nyakang’o stated that her office has occasionally been obliged to fulfill half of its duties due to a shortage of funds.
She also acknowledged that her office is understaffed because existing financing does not allow for more hiring.
“Due to inadequate funding, my office has not been able to monitor the implementation of projects at the national government level,” the CoB revealed.
“From the foregoing, the budgetary provisions, and here I refer to the controller of budget limits in the 2025 budget policy statement, will be vital in ensuring effective implementation and reporting on the implementation of government policy,” Nyakang’o told the committee.
Nyakang’o has asked the committee to consider an increased budgetary allocation for the office to help with full-service delivery.
“It should be noted that in subsequent years, additional budgetary allocation to the office will be important in ensuring that the office plays a more expanded role in the realization of government policies and agenda,” Nyakang’o requested.
Nyakang’o urged Senators to guarantee that her office had appropriate funding to carry out its monitoring responsibilities.
Despite the budget cuts, the CoB has stated that her office will use available funds to carry out its duty and supervise county government initiatives.
“My office will continue to undertake monitoring and reporting on the implementation of government programs and projects at the county government level,” Nyakang’o assured.

Nyakang’o’s worries come at a time when the national government has been accused of relaunching old projects, particularly highways, as new initiatives.
In August 2024, State House Spokesperson Hussein Mohammed supported the president, stating that William Ruto’s visits to various regions are part of his duties as head of state.
This includes monitoring the progress of taxpayer-funded projects, establishing new ones, and re-launching those that have stagnated.
It also comes at a time when the president is continually unveiling new initiatives across the country with the promise of improving Kenyans’ lives.
