Isiolo Governor To Wait For Senate Decision Next Week Over Ouster

Isiolo Governor Abdi Guyo is set to come before the Senate plenary next week in a high-stakes bid to keep his seat after being impeached by members of the County Assembly (MCAs).

The Senate will hear the case on Tuesday, July 8, and Wednesday, July 9, 2025, after a motion to establish an 11-member special committee to investigate the topic failed.

Senate Speaker Amason Kingi announced that the procedures will now be handled by the full House.

“The motion having been negatived, the route of a special committee is abandoned,” said Speaker Kingi.

“This implies the Senate will now investigate the proposed removal from office of Isiolo Governor Abdi Guyo through plenary.”

Boni Khalwale, Senate Majority Whip, introduced the motion on behalf of the Majority Leader.

However, Minority Leader Stewart Madzayo rejected it and declined to second it, essentially sending the topic to the plenary.

The Senate procedures will continue despite an order from the Isiolo High Court, where Justice Heston Nyaga ordered the impeachment process null and unlawful.

Justice Nyaga found that a conservatory injunction made on June 16 that prohibited the Isiolo County Assembly from advancing with the impeachment remained valid and had not been followed.

He declared Speaker Mohamed Roba in contempt of court and ordered that he appear in person on Monday, June 30.

Nonetheless, 16 of 18 MCAs reportedly gathered on Thursday last week and voted unanimously to impeach Governor Guyo.

Governor Guyo claims that he was never formally invited to answer to the allegations made against him.

The legality of the process is now being closely scrutinized.

The original request to impeach Guyo was filed on June 10, forcing him to seek and receive court orders stopping the proceedings.

However, on June 18, the Assembly filed a fresh impeachment motion, which raised additional legal concerns.

According to reports, MCAs may not have assembled in the official county assembly chamber, and no alternative site was publicly advertised, raising concerns about the session’s legality.

“If they sat in the Isiolo chamber, they should produce video footage showing the withdrawal of the initial motion, introduction of a new one, debate, and the invitation to the governor to defend himself,” a source close to the legal team said.

Guyo has since filed a new suit challenging the Assembly’s activities and received additional court orders preventing the Speaker, Clerk, and Assembly from moving forward with the impeachment.

On Friday, his legal team, led by attorneys Eric Theuri and Elias Mutuma, filed a contempt of court lawsuit against the Assembly leadership.

Justice Nyaga then summoned the Speaker and Clerk to appear in person on June 30 to respond.
