Police Officer Refuses Transfer To Troubled Todonyang After Calling Out ‘Shoot Order’

Police Constable Hiram Kimathi has refused to comply with a transfer order after resisting his superiors‘ ‘shoot to kill’ order.

Kimathi wrote on his social media profile that he was transferred from Kyumbi Police Station, near Machakos Junction, to the isolated Todonyang Police Station, on Kenya’s border with Ethiopia.

“This is not a transfer. It is a warning shot to every officer with a conscience. Speak out against the state, and you’ll be buried in isolation,” he said.

According to the letter he posted, he was told to report to the Officer Commanding Station (OCS) for further instructions when he arrived at Todonyang Police Station.

“You will proceed from Kyumbi Police Station to Todonyang Police Station and upon arrival, report to the officer commanding station for further instructions,” the order read.

The transfer came after Kimathi went viral on TikTok, criticizing Interior Cabinet Secretary Kipchumba Murkomen’s order to shoot violent demonstrators.

“We have directed the police that anyone who dares approach a police station with criminal intent, shoot them,” Murkomen said on June 27, 2025.

In a video, Kimathi cautioned that Murkomen’s order amounted to state-sanctioned executions, stressing that police personnel swore to respect the Constitution and would not carry out such commands.

He declined the transfer, insisting that he would not go anywhere. He also criticized President William Ruto for supporting Murkomen’s views.

On July 9, Ruto spoke to a crowd at Nairobi’s Kilimani Police Station during the unveiling of the Police Housing Project.

“Anyone deciding to storm a person’s business or a police station should be shot in the leg. Thereafter, they can go to court and see what follows next,” Ruto said.

Todonyang Police Station is located in Lodwar’s north-eastern region and is regarded as a high-risk location due to frequent cross-border raids, inadequate infrastructure, and limited transportation access.
