DCI Summons Another Gachagua Ally Over Alleged Incitement

Jayne Kihara, a Naivasha Member of Parliament, has been summoned by the Directorate of Criminal Investigations (DCI) on suspicion of undermining a public officer’s authority, in what appears to be a highly political development.

According to a letter from Assistant Inspector General of Police George Lenny Kisaka, Kihara is under investigation for allegedly disseminating inciteful or disruptive content.

The content is found to violate Section 132 of the Penal Code, which criminalizes undermining the authority of public officials.

According to the DCI summons, the police think Kihara is either personally involved in the alleged offence or knows critical information that can aid ongoing investigations.

“I have reasons to believe that you, Hon. Jayne Njeri Wanjiku Kihara, MP Naivasha Constituency, are connected to the offence or have information that can assist me in my investigations,” the letter read in part.

She has been ordered to appear before police at the DCI Headquarters on Kiambu Road on Monday, July 14, 2025, at 10:30 a.m.

The warning stated that failure to appear would be considered a criminal offense.

The summons is issued against the backdrop of rising political tensions.

This comes after a group of leaders linked to former Deputy President Rigathi Gachagua have consistently criticized the government, with Kihara being one of the most outspoken.

Kihara responded forcefully, accusing the government of utilizing state agents to intimidate dissenting voices and limit democratic discourse.

She characterized the summons as a political move to muzzle critics.

“The days of intimidating leaders using the criminal justice system are long gone,” she wrote.

“Summoning me to DCI headquarters tomorrow will not change Kenyans’ resolve because it’s not about Jayne Kihara but about our country, Kenya.”

She went on to directly address President William Ruto, implying that his administration was following in the footsteps of previous regimes that utilized coercion to shape political narratives.

“Mr. President, this is a tried and tested strategy; it has not worked before, and it will not work with you either,” she added.

“These political persecutions will not stop us from calling out this oppressive regime,” Kihara concluded.

The events come as the administration faces rising pressure to crack down on Gachagua’s inner circle over suspicions of inciting and employing goons to infiltrate the protests that have taken place over the last two months.

Gachagua, on his side, has previously stated that President Ruto authorized the DCI to arrest young people linked with his party.

He further alleged that the effort was being orchestrated by governors who support the President.
