AUDITOR GENERAL: NTSA Doesn’t Control Critical TIMS System
The Auditor-General, Nancy Gathungu, has shown that the National Transport and Safety Authority (NTSA) does not have complete authority over the Transport Integrated Management System.
TIMS is a system that manages services such as vehicle registration and ownership transfers, which makes it vulnerable to income leaks and data breaches.
In her 2024 audit report, Gachungu said that there is no formal contract for TIMS, and the system was relocated to the e-Citizen platform in March 2023, preventing the NTSA from properly supervising or administering it.
“The new system was commissioned in March 2023, for which the authority has no control, as there was no contract for adoption of the system and the system has been migrated to e-citizen,” Gathungu said.

They also faulted the Treasury for ignoring the Auditor General’s recommendations.
The Auditor indicated that the NTSA no longer has complete control over TIMS because the authority lacks a formal contract.
During the audit, Gachungu discovered that the system cannot create detailed transaction reports, a complete list of all licensing and registration applications, or predicted revenue.
“TIMS access rights provided to the Authority user departments did not allow for the generation and export of comprehensive transactional reports for licensing and vehicle registration,” part of the report reads.
She pointed out that NTSA employees in the licensing and car registration departments have limited access to the system, making it difficult for the agency to effectively track revenue and preserve data.

“NTSA users of the licensing and motor vehicle registration departments have limitations in the current access levels to meet their reporting requirements.”
“The employees can only access and produce highly summarised reports for applications done,” the report reads.
Gachungu stated that during the audit, the NTSA was unable to confirm the amount of money spent on the system.
The auditor found that NTSA did not strengthen system control in June 2024.
