Ruto, CSs Make Radical Appointments To Different Parastatals

President William Ruto, along with Cabinet Secretaries Julius Ogamba, Davis Chirchir, Alice Wahome, and William Kabogo, has made a number of high-level government appointments, altering major boards and university councils throughout the country.

In a gazette notice issued on Friday, Ruto reappointed Winfrida Ngumi as Non-Executive Chairperson of the Kenya National Highways Authority (KeNHA) for a one-year term.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint Winfrida Ngumi to be the Non-Executive Chairperson of the Board of Directors of the Kenya National Highways Authority, with effect from November 28, 2025, up to November 23, 2026,” read part of the notice.

Education CS Ogamba has announced several nominations to university councils, including the University of Nairobi, Tharaka University, Kaimosi Friends University, Tom Mboya University, Koitalel Samoei University College, and Garissa University College.

Ruth Charity Wanyonyi, Edita Wambeti Njue, Emmanuel Bore Ng’etuny, and Thuranira Thimangu were appointed to Tharaka University’s Council for a three-year term beginning on November 28, this year.

David Sigano, Rose Chepkoech Langat, Dr Thaddaeus Gondi, Yussuf Mohamed Kala, and Dr Moses Mwanje have all been appointed to the Kaimosi Friends University council for three-year terms beginning November 28, this year.

At the same time, Ogamba named Dr Titus Ogalo Pacho to the Tom Mboya University Council, while Julie Kiseka joined Koitaleel Samoei University College.

Grace Tago Khayota was appointed to the Garissa University Council, serving a three-year tenure beginning November 28.

Additionally, Kabarnet University College saw the appointment of Prof Benson Estambale as Non-Executive Chairperson alongside members Alfred Kibor, Anthony Mutembei, Hussein Farah, and Millicent Too Chemutai.

Machakos University Council appointed Peter Maangi Mitiambo as Non-Executive Chairperson.

Other appointments included Virginia Nzisa to Kibabii University, Prof Amos Gitau Njuguna to Nyandarua University College, Ben Nandi Chikamai to the Technical University of Kenya, Shamim Chanzu to Karatina University (with Carren Omwenga’s appointment revoked), and Florence Mutua to Mama Ngina University College (replacing Lizzie Chongoti).

Further, Maseno University welcomed Robert Nyanjui Wainaina and Peter Bunei Mastamet, while the University of Nairobi received Lily Ng’ok. The Open University of Kenya appointed Mohamed Dahir and Joseph Tuikong Rotich to its council.

On the other hand, Transport CS Chirchir named Joyce Nyambura Mundara and Kenneth Wando Odhiambo to the Kenya Urban Roads Authority (KURA), and Geoffrey Kiprotich Koros to the Kenya Rural Roads Authority (KeRRA).

ICT CS Kabogo appointed Kosgei Kemboi Alvin, Dr. Abduba Mollu Ido, CPA Enock Nyanchoga Monari, and Risper Awuor Olick to the Media Council of Kenya for three-year terms.

Finally, Lands CS Wahome named Kizito Wangalwa, Susan Kabue, Samuel Ouma Oloo, Stanley Njoroge, Beryl Khanyile, and Zipporah Muthama to the Kenya Slum Upgrading, Low-Cost Housing, and Infrastructure Trust Fund’s Board of Trustees for three-year terms beginning November 28, 2025.
