Gov’t Notifies Kenyans in Saudi Arabia About New Emergency Certificates
The Kenyan Embassy in Riyadh has begun a large registration exercise for Kenyan nationals under Huroob.
The action allows persons in crisis to get Emergency Travel Certificates (ETCs) and securely return to Kenya.
Huroob is a designation used in Saudi Arabia for migrant workers who have been alleged to have deserted their employers or violated residence regulations.
Conflicts over compensation, working hours, or contract conflicts frequently cause employees to leave their positions, following which employers file Huroob complaints.
In some situations, employees resign after remaining unpaid for extended periods of time, prompting employers to report them as absconding.
Switching to another employer without having official consent for a transfer also violates residency requirements and leads to Huroob status.
Additionally, workers who fail to renew their residency permits on time may be tagged as Huroob.

The Embassy has also recommended that all eligible Kenyans apply for ETC processing, with or without a passport, as long as they have a valid Kenyan identifying document.
National identification cards, birth certificates, passport copies (if available), driver’s licenses, and Huduma cards are all acceptable forms of identification.
This effort seeks to assist Kenyans in difficult circumstances, particularly those whose legal or employment status in Saudi Arabia is irregular, and to support their safe return to Kenya.
Citizens are urged to follow the embassy’s official channels for information on venue locations, registration timetables, and required documentation.
“The Embassy remains committed to protecting the rights and welfare of Kenyan nationals in Saudi Arabia,” the Embassy said in a statement.
“We encourage all eligible citizens to participate in this exercise and ensure a smooth return home.”

Kenyans in need of assistance are advised to respond quickly, since the registration process is time-sensitive and part of continuing efforts to aid residents living overseas.
On November 19, the Embassy of Kenya in Riyadh reminded all Kenyan domestic workers and their employers about the rules and conditions of employment in the Kingdom of Saudi Arabia.
The rules sought to assure openness, safety, and compliance with Saudi labor laws.
The Embassy underlined the importance of raising awareness about these rights in order to preserve the welfare of Kenyan nationals in Saudi Arabia.
