Ndindi Nyoro Blasts Ruto’s Gov’t For 20K JSS Teachers Employment Contract

Kiharu Member of Parliament (MP) Ndindi Nyoro has criticized the administration for failing to confirm 20,000 intern teachers on a permanent and pensionable basis.

Nyoro, speaking during a church service in his Kiharu constituency on Sunday, December 7, 2025, denounced the situation as unfair.

He added that the Teachers Service Commission (TSC) guaranteed intern instructors permanent and pensionable (PNP) employment, but many are now required to spend additional years without confirmation.

“The government is now telling JSS teachers that they will continue serving on an intern basis for another year, without confirmation,” he said.

“It’s unfair for the state to do so; they were absorbed on an intern basis with the hope that they will one day be absorbed on a permanent and pensionable basis.”

Nyoro, who served as Chair of the Budget Committee, questioned the need to keep cash in the budget just to confirm Junior Secondary School (JSS) interns.

He encouraged the government to utilize Article 223 of the Constitution, which allows already spent monies to be presented before Parliament for approval.

“I have been the budget chair. You don’t necessarily need money in the budget to confirm JSS teachers; you can use article 223, where you can use the money, then take it to parliament later for approval.”

He also urged the TSC to ensure that all intern teachers are hired on a permanent, pensionable basis by January 2026.

Nyoro warned that existing delays, along with low pay—some receiving only Ksh17,000—have caused anger among interns, with some even resorting to extreme measures such as suicide.

This comes at a time when intern teachers have been demonstrating and demanding permanent and pensionable employment.

Ndidi Nyoro also criticized the present parliament, claiming that it has been swallowed and that there is nobody to keep the government on its toes.

He vowed that even if he is the only person with a different view from the rest, he will not remain silent when such issues are taking place, even if there is a price to pay.
